E-õppest Johan Skytte poliitikauuringute instituudis

Üha suurem hulk ülikoole on arutlenud selle üle, kuidas oma digitaalset võimekust uusimate tehnoloogiliste arengute valguses edasi arendada. Johan Skytte poliitikauuringute instituut pole selles suundumuses erand. Instituudis on veebiõppe edendamiseks ette võetud erinevaid algatusi, näiteks heade praktikate ja koostöövõimaluste vahetamine veebiõppes, MOOC-ide ja e-kursuste arendamine, digiõppe valdkonna praktiliste töötubade korraldamine ning välisülikoolide (nt Leiden ja Uppsala) spetsialistide kaasamine.
Johan Skytte poliitikauuringute instituut oli ülikoolis esimeste hulgas, kes käivitas 2013. aastal MOOC-i. 2016. aastal töötati välja esimene õppijate poolt koordineeritud MOOC ning 2020. aastal venekeelne MOOC. Tänaseks on instituut välja töötanud 10 eesti- või ingliskeelset MOOC-i. Umbes 88% instituudi õppeainetest on e-toega. Vähemalt kaheksale kursusele on omistatud e-kursuse kvaliteedimärk, sealhulgas üks kursus pälvis kõrgeima tunnustusena aasta e-kursuse tiitli.
Johan Skytte poliitikauuringute instituut mitte ainult ei arendanud oma sisemist digitaalset võimekust, vaid jagas teavet oma tegevuse kohta ka mitmetele rahvusvahelistele organisatsioonidele, nt Euroopa välisteenistus (EEAS), Rootsi välisministeerium, Westminsteri Ülikool Londonis. Samuti esitles instituut oma e-õppe portfooliot 2017. aastal Euroopa Liidu Nõukogu Eesti eesistumise ajal toimunud 18. Euroopa diplomaatilise programmi koolitusjuhtide koolitusprogrammi “EU Global Strategy: from Vision to Action” raames.
Täiend- ja e-õppe projektijuht Anna Beitane pidas põhiettekande “Digital leap in the face of uncertainty? Change management lessons from re-organization of studies” Berliinis “University: Future Festival 2021” raames. Instituudi töötajad osalesid aktiivselt ka erinevatel juhtivatel hariduskonverentsidel, sealhulgas ENLIGHT võrgustiku õpetamise ja õppimise konverentsil Genti Ülikoolis.
Lisaks vahetab J. Skytte instituut häid õpetamistavasid ja korraldab koolitusi põim- ja veebiõppe kursuste arendamise alal mitmete Euroopa projektide raames, mida rahastatakse Erasmus+ ja muude programmide raames, sealhulgas suutlikkuse suurendamise projekt “Regionaaluuringute ümbermõtestamine: Läänemere ja Musta mere ühendus”, Nordplusi arendusprojekt “Õpi õpetama seminaridesari: uuenduslike õppemeetodite arendamine, levitamine ja integreerimine” jm.
COVID-19 pandeemia ajal lõi instituut tervikliku mudeli õppetöö kohandamiseks kaugõppes, mida koordineerisid Olga Bogdanova (endine asejuhataja õppetöö alal) ja Anna Beitane (täiend- ja e-õppe projektijuht). Mudel on välja töötatud Euroopa Komisjoni haridustöötajate tööriista DigCompEdu baasil ja kujutab endast skaleeritavat 6-etapilist õppeprotsessi ettevalmistamise ja ümberkohandamise protsessi kaugõppe kontekstis.
A growing number of universities have been engaged in debates on how to advance their digital capabilities in light of the most recent technological developments. J. Skytte Institute of Political Studies is no exception to this trend. Various initiatives to advance online learning have been developed at the institute level, which include the exchange of good practices and cooperation possibilities in online learning, the development of MOOCs and e-courses, and the organization of practical workshops in the realm of digital teaching with involvement from external specialists such as Leiden and Uppsala universities.
The Johan Skytte Institute of Political Studies has been among the first institutes at the university level to launch a MOOC in 2013, develop the first online course fully coordinated by students in 2016 and provide the course accessible in Russian language in 2020. To this day, the institute has developed 10 MOOCs and e-courses both in Estonian and English languages; around 88% of the institute’s curriculum is supported with e-learning; and at least eight courses since 2016 have received the “Estonian E-course Quality Label”, awarded by HARNO, including one course which received the highest awarded – “E-course of the year”.
Johan Skytte institute not only developed its internal digital capacities, but also hosted and shared information about its activities with a number of international organisations, including representatives from the European External Action Service (EEAS), Ministry for Foreign Affairs of Sweden, University of Westminster, London; as well as presented its e-learning portfolio within the framework of the training directors’ programme of the 18th European Diplomatic Programme “The EU Global Strategy: from Vision to Action” hosted during Estonian presidency of the EU Council in 2017. Recently, the Manager of Online Learning and Continuing Education Projects, has also delivered a key-note speech ““Digital leap in the face of uncertainty? Change management lessons from re-organisation of studies” within the framework of “University: Future Festival 2021” on the main stage in Berlin, organised by Hochschulforum Digitalisierung (HFD) in partnership with Stiftung Innovation in Hochschullehre (StIL). The staff of the institute, also actively participated in various leading educational conferences, including ENLIGHT’s Teaching and Learning conference at Ghent University.
In addition, the J. Skytte Institute exchanges good teaching practices (including organisation of trainings focusing on the development of online and blended courses) within a number of European projects, funded by Erasmus+ and other relevant schemes, including Capacity Building project “Rethinking Regional Studies: the Baltic-Black Sea Connection”, Nordplus development project “Learn to Te(a)ch seminar series: development, dissemination and integration of innovative teaching methods” and others.
During the COVID-19 pandemic, the institute pioneered a comprehensive model to re-adjust studies to remote teaching mode, which was coordinated by Olga Bogdanova (former Deputy Head for Academic Affairs) and Anna Beitane (Manager of Online Learning and Continuing Education Projects). The model is developed on the basis of European Commission’s DigCompEdu tool for Educators, and presents a scalable 6-stage process of preparation and re-adjustment of study process for remote teaching context.
